Who maintains INN?
The originator of INN, Rich Salz, did for a very long time, but the responsibilities have been turned over to the Internet Software Consortium. INN is available without charge, and that means you are not "entitled" to any support.
Improvements are really a community effort, and this means that there is no one person or company "responsible" for fixing bugs or adding features. If you want a feature, then you can add it. Because INN is used at so many sites, there are many people who have made changes and patches for various reasons. The often announce the work and the results in the Usenet newsgroup news.software.nntp.
