6.21.4.  Character Sets

   In principle, any character set may be specified in the "charset="
   parameter of a content type. However, only those character sets (and
   the corresponding parts of character sets based on [UNICODE 3.2] such
   UTF-8) should be used which are appropriate for the customary
   language(s) of the hierarchy or newsgroup concerned (whose readers
   could be expected to possess agents capable of displaying them).
